Sam is a key member of the Black Cat Rating team, bringing valuable experience from his time at Analyse Local, where he supported local authorities in identifying undervalued properties and worked closely with the VOA to improve rating list accuracy. This grounding in the billing authority perspective now underpins the support Sam provides to ratepayers, from appeals and rateable value advice to navigating the wider rating landscape with clarity and confidence.
